
THIS COURSE IS DESIGNED TO HELP PARTICIPANTS UNDERSTAND AND IMPLEMENT THE HIRARC PROCESS IN COMPLIANCE WITH MALAYSIA'S LEGAL FRAMEWORK, INCLUDING THE OCCUPATIONAL SAFETY AND HEALTH ACT 1994 (OSHA 1994), THE FACTORIES AND MACHINERY ACT 1967 (FMA 1967), MERCHANT SHIPPING ORDINANCE 1952, AND RELEVANT MARITIME SAFETY REGULATIONS.
Session 1: Course Introduction and Objectives Overview of course objectives and agenda. Importance of hazard identification and risk assessment in the maritime industry. Session 2: Legal Requirements in Malaysia for HIRARC in the Maritime Industry Overview of OSHA 1994 and Merchant Shipping Ordinance 1952 related to HIRA. Employer and employee obligations. Relevant codes of practice and regulations for maritime operations. Session 3: Understanding Hazards in the Maritime Industry Definition and types of hazards (physical, chemical, biological, ergonomic, etc.). Common hazards in the maritime industry: slips, trips, falls, manual handling, chemical exposure, confined spaces. Case studies of maritime incidents in Malaysia. Session 4: Risk Assessment Process and Methodology Steps in risk assessment: hazard identification, risk evaluation, and control. Risk matrices and prioritization. Risk Assessment Process and Methodology Tools and techniques (e.g., Job Safety Analysis (JSA), Hazard Operability Study (HAZOP)). Session 5: Group Activity - Hazard Identification Exercise Participants to identify potential hazards in typical maritime settings (e.g., on deck, cargo handling, engine room). Group discussion on findings. Session 6: Risk Control Measures Hierarchy of control (elimination, substitution, engineering controls, administrative controls, PPE). Control measures specific to maritime operations (safe systems of work, permits to work, training, signage). Emergency preparedness and response. Session 7: Practical Risk Assessment for Maritime Scenarios Conducting risk assessments for maritime tasks (e.g., cargo loading/unloading, confined space entry, working at heights). Reviewing and improving existing controls. Documentation and reporting of risk assessments. Session 8: Case Studies and Group Discussions Real-life case studies from the maritime sector. Analyzing incidents, identifying root causes, and proposing control measures. Session 9: HIRARC Documentation and Record-Keeping Requirements for documentation under Malaysian law. Best practices for maintaining HIRA documentation (templates, checklists). How to ensure continuous improvement in risk assessments. Session 10: Final Group Activity - Conducting a Full HIRARC Groups will perform a full HIRARC on a simulated maritime task. Presentation of findings and recommendations.
